Alexandria planning commission to review affordable housing projects, zoning amendments Dec. 2
Woodbine nursing home seeks extension, Alfred Street Baptist Church plans 145-unit development
The Alexandria Planning Commission will hold a public hearing Dec. 2 at 7 p.m. in City Hall Council Chambers to consider multiple development proposals and zoning amendments.

Major projects on the agenda:
Potomac Yard Landbays G and H
Three development special use permits would transform sites at 2901 and 2601 Main Line Boulevard, 2900 Potomac Avenue and 601 E Glebe Road. The projects are proposed by MTV Holdco, Wesley Housing Development Corporation and Toll Mid-Atlantic LP Company.
The mixed-use development would include:
A 432-unit building with ground floor retail and publicly accessible open space on Landbay G, Blocks B and E
Another multi-unit residential building on Landbay G, Block G
Townhomes with publicly accessible open space on Landbay H
13,000 square feet of retail space

The developers are requesting modifications including a height setback ratio adjustment, parking reductions, approval for more than three rooftop penthouses, and an encroachment permit for upper-floor residential balconies extending into the public right-of-way.
The proposal satisfies affordable housing requirements through a joint venture with the city for affordable housing located at Potomac Yard and contributions to the Housing Trust Fund.
Alfred Street Baptist Church affordable housing
Alfred Street Baptist Church and The Community Builders, Inc. are seeking to redevelop 598 S. Alfred Street in the Old Town West neighborhood.
Key details:
Rezoning from RB (townhouse) to RMF (residential multi-unit)
New 145-unit affordable housing building on 1.29 acres
Would replace 34 current affordable housing units
Designed for residents making 30-60% of Area Median Income
Seeking increased floor area ratio from 0.75 to 2.16
111 units affordable up to 60% of AMI; 34 units affordable up to 30% of AMI
Average unit size of 900 square feet
73 standard parking spaces, 17 compact spaces, four handicapped-accessible spaces

The church purchased 77 units in Old Town West in 2009 that were developed as part of a 1970s urban renewal project. The church owns units at three properties: 901 Wolfe Street (22 units), 598 S. Alfred St. (34 units), and 601 S. Alfred Street (19 units). This project would redevelop the 34 units at 598 S. Alfred St., with subsequent phases for the other properties to be processed later.
Woodbine Rehabilitation Healthcare Facility extension
Woodbine Property 1, LLC is seeking a three-year extension for a previously approved development special use permit at 2729 King Street that would expire Oct. 15, 2025.
City Council originally approved the project in October 2022 for construction of an addition to the existing nursing home. The approved plan includes:
Modifications to side yard setbacks and zone transition setbacks
Parking reduction to decrease required loading spaces
Increase in percentage of compact parking spaces to 82%
According to the application, substantial increases in interest rates and construction costs have prevented the applicant from beginning construction. The applicant requests the extension to allow time for market corrections.

Zoning text amendments:
Historic preservation regulations, including changes to the Board of Architectural Review’s authority and review processes
Commercial use regulations, changing certain uses from requiring special use permits to permitted uses
Master plan amendment: Green Building Chapter adoption. The proposed policy focuses on energy use intensity, renewable energy generation, and building electrification. It would replace the 2019 policy’s reliance on third-party certifications with specific performance standards aimed at reducing energy use and creating more resilient buildings. The policy would take effect for applications submitted after Jan. 1, 2026.
The City Council will hold a follow-up public hearing Saturday, Dec. 13, at 9:30 a.m.
