Alexandria seeks public input on proposed changes to recreation funding policy
Residents have until Feb. 15 to submit feedback on recreation funding model
The city is asking residents to weigh in on proposed changes to how it funds recreation programs and services, with a Feb. 15 deadline to submit feedback.
The Department of Recreation, Parks & Cultural Activities released findings this week from months of community engagement on its Resource Allocation & Cost Recovery Policy, which determines how much tax money subsidizes various programs versus how much users pay in fees.
A public hearing before the Parks and Recreation Commission is scheduled for Feb. 19.
The department uses a five-tier pyramid system to categorize services. Programs deemed to have greater community benefit receive more tax support, while those providing primarily individual benefit are funded through user fees.

Between November 2024 and January 2025, RPCA held six community meetings and focus groups and surveyed more than 500 residents.
The engagement process resulted in several notable shifts from the 2019 policy. Community and city-wide events moved to Tier 1, meaning they would receive full tax investment. Competitive sports leagues and tournaments were placed in Tier 4, which requires programs to generate revenue exceeding direct costs, while recreational leagues remained in Tier 3. Tenant licenses and leases for partner organizations also moved from Tier 3 to Tier 4.
Following the public comment period and commission hearing, the policy update will go to the City Council for consideration.
