Beyer calls Minneapolis killings 'murder,' demands Noem impeachment
Alexandria congressman calls shootings 'most horrifying act of our government I've ever seen on video'
Rep. Don Beyer sent an email to constituents Monday evening with an urgent message about the federal immigration crackdown in Minneapolis: the Department of Homeland Security must be stopped.
“The Department of Homeland Security is murdering American citizens. Congress cannot allow that to continue, we must act,” Beyer wrote, sharing a video statement responding to the deaths of two Americans killed by federal agents in Minnesota this month.
The Alexandria-area Democrat called for the impeachment of Homeland Security Secretary Kristi Noem, the withdrawal of federal agents from Minneapolis, and an independent investigation into the killings of 37-year-old ICU nurse Alex Pretti and 37-year-old mother Renée Good.

‘The most horrifying act’
In his video, Beyer described in stark terms what bystander footage captured on January 24, when Border Patrol agents shot and killed Pretti on a Minneapolis street.
“We see a CBP agent charge a woman who has been filming him. Then he shoves her to the ground and pepper-sprays her face,” Beyer said. “Alex Pretti does what you or I would do, he tries to protect her by placing himself between her and the agent.”
“That’s when we witness the murder. CBP agents pepper-spray him, tackle him to the ground, and then shoot him in the back again and again. Shots the Department of Homeland Security insanely calls ‘defensive shots.’”
Videos reviewed and verified by multiple news organizations appear to contradict federal claims that Pretti approached officers with a handgun and attacked them. Minneapolis police confirmed Pretti was a lawful gun owner with a state carry permit and no criminal record.
Two deaths, three weeks
Good was fatally shot on January 7 by ICE agent Jonathan Ross while in her vehicle. Minneapolis Police Chief Brian O’Hara noted that of the city’s three homicides in 2026, two were committed by federal immigration agents—while his own department “didn’t shoot anyone” all of last year despite recovering 900 guns and arresting hundreds of violent offenders.
Beyer accused Noem of “obstructing local authorities from investigating two murders committed in Minneapolis by DHS agents.”
“DHS cannot be allowed to investigate itself. That’s how it’s done in dictatorships, not in America,” he said.
Demands for change
The congressman outlined a sweeping indictment of federal immigration enforcement:
“No more occupation. No more assaults on Americans peacefully exercising their rights. No more masked agents. No more warrantless entries. No more mass arrests to fill deportation quotas.”
Beyer noted he voted against DHS funding last week and said Congress “shouldn’t pass funding for this lawless agency without major guardrails.”
He joins more than 120 House Democrats who have signed onto an impeachment resolution against Noem. Even moderate Sen. Jacky Rosen (D-NV) now supports impeachment, calling Noem’s conduct “deeply shameful.”
Call to action
Beyer closed his message to constituents with a direct appeal: “What can you do? It’s time for everyone who believes in the Constitution, the rule of law, and basic human dignity to stand together peacefully against the immorality of this administration.”
CBP Chief Greg Bovino is expected to leave Minneapolis on Tuesday, according to sources, though President Trump announced he is sending border czar Tom Homan to the state.
