City to host meeting on Clifford, Fulton and Manning storm sewer project
$830,000 flood mitigation effort targets townhouses along 3000 block of Fulton and Manning streets
Alexandria will hold a community meeting on the Clifford, Fulton, and Manning Storm Sewer Improvement Project on Wednesday, Jan. 14, from 7 to 9 p.m. at the Mt. Vernon Recreation Center, 2701 Commonwealth Ave.
City staff will present the final proposed drainage improvements, provide a project update, and review anticipated construction impacts.

The $830,000 project, funded by a U.S. Department of Housing and Urban Development grant, will provide flood mitigation to townhouses along the 3000 block of Fulton and Manning streets. The alley between the two streets will be rebuilt to channelize surface flow and improve drainage, with inlets and underground storage installed to capture and attenuate stormwater runoff.
The project is part of Flood Action Alexandria, a program launched in response to more frequent and intense storm events caused by climate change.
Design work by AECOM is expected to wrap up in early 2026. Relocation of Ting Fiber from the project area is scheduled for January through April, with construction anticipated from May 2026 through October 2027.
Residents unable to attend in person can join virtually via Zoom by registering at zoom.us/webinar/register/WN_eBpi79G3RXeXq3lr-rDaWA. Meeting materials will be posted to the project webpage following the session.
