Preview: Alexandria City Council legislative meeting to feature General Assembly work session, economic growth plan
Tuesday meeting also includes Alex311 milestone update, Del Ray Turkey Trot Day proclamation
The Alexandria City Council will hold its regular legislative meeting Tuesday, Nov. 25, at 7 p.m., following an executive session at 6 p.m.
The meeting will take place in the Council Chamber at 301 King St. and virtually via Zoom. Residents can watch on government channel 70, stream it on the city’s website, or join via Zoom using webinar ID 988 5892 6353 and passcode 555917. Those without internet access can dial in at 301-715-8592.
Key agenda items
The council will hear three major oral reports from city staff:
General Assembly work session: The council will hold a work session with Alexandria’s delegation to the Virginia General Assembly to discuss legislative priorities and upcoming issues.
Economic development framework: Staff will present an update on ALX Forward: A Strategic Framework for Economic Growth, a comprehensive economic development plan developed following the May 2025 economic summit.
The draft framework, which emerged from engagement with more than 890 community stakeholders, outlines a vision for economic development centered on place-based development, business retention and recruitment, and entrepreneurship and innovation. The plan builds on the city’s 2007 Economic Sustainability Summit, which catalyzed major developments, including the reimagined waterfront and the former Landmark Mall site. Alex311 five-year update: Staff will present a report marking five years since the launch of the city’s 311 service request system. Over that period, the system has processed 172,565 service requests, with 9,162 coming directly to the council. The percentage of requests resolved within the estimated timeframe rose from 72% in fiscal 2021 to 90% in fiscal 2025. The presentation will outline plans to modernize the platform with enhanced web and mobile design, chatbots, multilingual capabilities, and improved community outreach. According to a 2024 resident survey, 37.2% of residents report submitting a 311 request, with heavier use concentrated on the city’s east end.
Consent agenda
Four items will be considered on the roll-call consent agenda:
A resolution to amend the city’s supplemental retirement plan.
A resolution supporting a grant application to the Virginia Department of Transportation for the fiscal 2027 State of Good Repair Program.
The monthly financial report for the period ending Sept. 30, 2025.
Receipt of the fiscal year 2025 annual comprehensive financial report.
Proclamations
The council will present proclamations honoring the annual Scottish Christmas Walk and declaring Nov. 25 as Del Ray Turkey Trot Day.
Council members will also provide oral reports on their activities on various boards, commissions, and committees.
