City Council to consider housing developments, zoning changes at Saturday hearing
Planning Commission recommended approval for most items on the Dec. 13 public hearing docket
City Council will hold a public hearing Saturday to consider several housing developments, updates to commercial zoning regulations, and funding for the next phase of the Heritage at Old Town redevelopment project.
The hearing begins at 9:30 a.m. on December 13 at City Hall, 301 King Street, and will also be available virtually via Zoom and on cable channel 70.
Affordable housing proposal
Alfred Street Baptist Church and The Community Builders Inc. are seeking approval to construct a multi-unit residential building at 598 S. Alfred St. The project would require rezoning the property from townhouse to residential multi-unit and a special use permit to increase the allowed floor area ratio for affordable housing.
The Planning Commission recommended approval of both the rezoning and development special use permit by 7-0 votes.
Potomac Yard developments
Council will review three development special use permits for Landbays G and H in Potomac Yard. The projects would bring multi-unit residential buildings, townhomes, retail space, and publicly accessible open space to the area near the Metro station.
The applicants are MTV Holdco LLC, Wesley Housing Development Corporation, and Toll Mid-Atlantic LP Company Inc.
The Planning Commission recommended approval for two of the multi-unit building components by 6-0-1 votes. A townhome component received a 4-2-1 recommendation.
Commercial zoning regulations
A proposed zoning text amendment would modify regulations for commercial and nonresidential uses across multiple zoning articles. Changes include converting some uses that currently require special use permits to permitted uses, reducing processing times for certain ownership changes, and expanding where some commercial uses are allowed.
The Planning Commission voted 7-0 to recommend approval.
Heritage at Old Town
The Alexandria Redevelopment and Housing Authority is requesting Council approval for revenue bonds to fund the next phase of The Heritage at Old Town redevelopment. The resolution requires a roll-call vote.
Other items
The agenda includes proclamations marking the 50th anniversary of Chris Collins Dance Studio and the preservation and restoration of City Hall. Council will also vote on the city’s 2026 General Assembly legislative package and consider an amendment to a license agreement with Cox Virginia Telecom for additional fiber optic infrastructure in public rights-of-way.
The Planning Commission deferred a proposed text amendment addressing historic preservation regulations.
