Affordable housing lottery opens next month for new Alexandria complex

Witter Place Apartments will begin accepting applications May 14 for 94 income-restricted units on Duke Street, adding to a wave of new affordable housing coming online across the city

A new affordable housing complex on Duke Street will begin accepting applications next month, the City of Alexandria announced Wednesday — the latest addition to a growing wave of income-restricted housing coming online across the city.

Witter Place Apartments, located at 2712 Duke Street, will open its application process on May 14. The 94-unit community — offering two- and three-bedroom floor plans — is expected to be ready for occupancy no later than Sept. 1.

The announcement comes days after Housing Alexandria opened a waitlist for the first available units at the Sansé, a 206-unit affordable apartment community at 3600 Mount Vernon Ave. in the Arlandria-Chirilagua neighborhood. That waitlist opened Sunday and closes at 11:59 p.m. April 26.

Units at Witter Place are available at three affordability tiers — 40%, 50% and 60% of the area median income — with rents ranging from $1,177 to $2,109 per month depending on unit size and income level. Those rents are subject to increase in May based on federal guidelines. Utilities, including water, sewer and electricity, are not included.

To qualify, a household's total income must fall within set minimums and maximums for each AMI tier. The minimum threshold requires that a household earn at least 2.5 times the monthly rent. Income maximums at 60% AMI range from $68,880 for a single-person household to $121,980 for seven people.

All units will include in-unit washer and dryer hookups. The community sits along several major bus lines and will feature a fitness center, community room, business center, indoor bicycle storage, Wi-Fi service and a telehealth office. Free underground parking will be available to the first 65 residents who provide vehicle registration information — vehicles must be registered under the leaseholder's name.

Ten units are designated as mobility accessible, featuring accessible-height countertops, a 30-inch kitchen workspace, a side-by-side washer/dryer and grab bars available upon request. Two additional units are designed for residents with visual and hearing impairments.

Prospective residents can request an application beginning May 14 by calling 703-344-7737 or emailing witterplace@chpc2.org. Applications will also be accepted in person at the Duke Street address. Applicants must submit a $32 fee per adult applicant along with a security deposit of $500 to one month's rent, depending on credit results. Both fees are required for an application to be considered complete. Separate pet fees apply.
