Alexandria Environmental Policy Commission to consider letter on draft 2040 housing plan's sustainability provisions

Commission meeting Monday will also take up flood resilience, community energy aggregation

The Alexandria Environmental Policy Commission will convene Monday evening to review the city's draft 2040 Housing Master Plan and discuss whether to issue a formal letter of support or commentary on its sustainability provisions, according to the meeting agenda.

The commission is scheduled to meet on March 16 at 7:30 p.m. at AlexRenew, 1800 Limerick St., sixth floor.

The 2040 Housing Master Plan review will focus on the sustainability elements of the draft plan. Commissioners are expected to discuss how the EPC should formally respond — a notable step that could give the panel a voice in one of the city's most consequential long-term planning documents. The draft plan, which addresses zoning reform, tenant protections, and housing financing tools, is expected to go before City Council for public hearings in June.

The stakes are significant. Alexandria has lost more than 11,000 affordable units since 2000, with units affordable to households earning up to 60% of area median income dropping from 18,000 to roughly 6,900. The city's previous Housing Master Plan, adopted in 2013, expired last year.

Earlier in the meeting, commissioners will hear a presentation on the Alexandria Redevelopment and Housing Authority's sustainability strategy, slated for a 30-minute block.

Administrative items include updates on the city's Flood Resilience Plan and Community Choice Aggregation program, an energy procurement initiative that would allow the city to purchase electricity on behalf of residents.

The 13-member commission advises the City Council, Planning Commission and City Manager on matters related to conservation and environmental protection, including climate, air quality, land use and water quality.

Monday's EPC meeting comes as the public comment window on the draft Housing 2040 recommendations remains open through March 22 via the city's online comment platform. Feedback received will inform the final draft plan, which is expected to go before City Council for public hearings in June. Implementation is anticipated to begin in summer or fall 2026.
