ALEXANDRIA, Va. — HRP Group will hold its 20th community meeting on the redevelopment of the former Potomac River Generating Station on Tuesday, May 26, an online session focused on project phasing, arts and cultural uses, environmental remediation and the power plant deconstruction plan.

It is the developer's second community meeting in less than a month. The May 4 session focused on the four Development Special Use Permit submissions for the project's first phase — Block B, Block C, the Waterfront Open Space and the Rail Corridor Open Space — and the proposed $135 million tax increment financing package now before the City Council.

The 18.87-acre site sits between Slaters Lane, the Potomac River and the Norfolk Southern rail corridor. The coal-fired plant operated from 1949 until 2012, when it closed after more than a decade of resident and city advocacy on air quality and public health. HRP Group bought the property in late 2020. The City Council approved rezoning in July 2022 and the Infrastructure Development Site Plan in June 2023.
At buildout, the project is planned for roughly 2.5 million square feet of mixed-use development, including up to 2,000 residences, more than 10 acres of public open space and a 15,000-square-foot subsidized arts and cultural hub. Deconstruction could begin as early as mid-2027, with the first residential buildings opening by 2029 or 2030.
