The City of Alexandria's Planning Commission will consider a range of housing, development, and zoning cases at its next two public hearings, scheduled for Tuesday, March 3, and Tuesday, April 7. Both dockets are subject to change.
Both hearings will be held at the Redella "Del Pepper" Community Resource Center, 4850 Mark Center Drive, Room 1305. The March hearing opens with an executive session at 6:15 p.m., followed by the regular meeting at 7:00 p.m. The April hearing begins at 7:00 p.m. City Council Public Hearings on related matters are scheduled for Saturday, March 14, at 9:30 a.m. and Saturday, April 18, at 9:30 a.m., both at the same location.
Both hearings can be viewed live on Government Channel 70 or streamed on the city's website. Remote participation is available via Zoom. Written comments may be submitted to PlanComm@alexandriava.gov in advance of either hearing.
March 3 Hearing
Leadership elections and a Housing 2040 briefing headline the March agenda
Before taking up land use cases, commissioners will elect a new Chair and Vice Chair to lead the body for the coming year.
The primary land use item on the March docket is a request from 732 and 806 Development LLC, represented by attorney Kenneth Wire, for a Subdivision and Development Site Plan at 806 North Columbus Street. The application seeks to re-subdivide three existing lots with variations to lot areas, widths, and frontages, and to construct three townhouses on the RB/Townhouse-zoned parcel. The item was previously deferred.
A second item — a request from Farhang Mojgani to re-subdivide four lots at 3833, 3835, and 3837 Elbert Avenue into two lots, zoned RB/Residential Townhouse — has been withdrawn at the applicant's request and will not be heard.
Commissioners will also receive a presentation on the Housing 2040 Master Plan, the city's long-range housing policy document. The briefing is listed as a discussion item and is not scheduled for a vote.
Other business includes consideration of the minutes from the February 3, 2026 Planning Commission Public Hearing.
The commission will also be informed of an administrative approval granted February 4 for a Special Use Permit amendment at 5125 Duke Street, allowing Kody Imports IV LLC to extend the hours of operation for an existing automotive sales business in a CG/Commercial General zone.

April 7 Hearing
Six land use cases, a zoning text amendment, and capital planning recommendations are on the preliminary agenda
The April docket is preliminary and subject to change at any time.
Community Lodgings, Inc., represented by attorney Mary Catherine Gibbs, is seeking an extension of a previously approved Development Special Use Permit at 3908 Elbert Avenue, along with a Special Use Permit to increase the Floor Area Ratio on the RA/Residential Multi-Family-zoned parcel. The project involves redeveloping an existing affordable housing building into a larger one.
EYA Development, represented by attorney Kenneth Wire, is requesting a Development Special Use Permit and Site Plan with modifications to construct townhomes at 300 North Lee Street and 333 North Fairfax Street, zoned Commercial Downtown. The application includes Special Use Permit requests for cluster development status under Section 11-601, an Affordable Housing Density Bonus under Section 7-700, and an exemption from lot frontage requirements.
Tri Pointe Homes DC Metro Inc., represented by attorney Mary Catherine Gibbs, is seeking a Development Special Use Permit and Site Plan to construct residential townhomes and multi-unit residential buildings at 4701 and 4801 Eisenhower Avenue, currently zoned OCM(100)/Office Commercial Medium. The application includes Special Use Permit requests for residential use within 1,000 feet of Eisenhower Avenue, fee simple townhouses without frontage on a public street, and a parking reduction.
City planning staff are bringing forward Zoning Text Amendment #2026-00001, which would amend Articles II, IV, V, VI, VII, and XI of the Zoning Ordinance. Proposed changes include updated definitions related to live entertainment, reclassification of indoor live entertainment from a special permit use to a by-right use subject to use limitations, permission for outdoor health and athletic clubs as a by-right use subject to use limitations, and allowance of temporary trailers for compulsory public and private academic schools as a by-right use.
Three additional items round out the April new business slate. U.S. Home, LLC is requesting approval of new public street names at redevelopment sites at 701 South Van Dorn Street, 698 Burnside Place, and 701 and 703 South Pickett Street, zoned Coordinated Development District #26. Teresa Elaine Lustig, represented by attorney Duncan Blair, is requesting a subdivision to re-subdivide a single lot at 411 Clifford Avenue into two residential parcels, zoned R-2-5/Residential. A pair of vacation requests — one filed in 2023, one in 2025 — seeks to vacate a portion of public right-of-way at the southern end of Kent Place near Russell Road, adjacent to properties at 2800 and 2702 Russell Road, zoned R-8/Residential.
Under other business, commissioners will consider adopting a resolution setting the FY2027 Planning Commission meeting schedule and will provide advisory recommendations to the City Manager on the Fiscal Year 2027-2036 Capital Improvement Program, a role the commission holds under Section 6.14 of the City Charter.
