Rosie's Tavern files for liquor license at former Thai Peppers space on Mount Vernon Avenue

ALEXANDRIA, Va. — Less than a month after Thai Peppers served its final meal in Del Ray, a familiar neighborhood entrepreneur is already moving into the space.

Rosie's Tavern has filed an application with the Virginia Alcoholic Beverage Control Authority for a retail restaurant license at 2018 Mount Vernon Ave., according to state ABC records. The application, filed June 26 under the entity Rosies Tavern, LLC, seeks a license for beer, wine and mixed beverages for both on- and off-premises consumption. The applicant is D. Jason Portance, who also owns Del Ray Farmhouse Market + Garden at 1913 Mount Vernon Avenue and Del Ray Hardware at 2003 B Mount Vernon Avenue. The application lists a capacity of 1-100. Thai Peppers also held a liquor license at the address during its 28-year run.

An Instagram account for the new venture lists a November 2026 target opening in Del Ray.

The address was home to Thai Peppers for 28 years, a neighborhood institution that served its last meal June 15. The family-owned Thai restaurant had operated at the 1,750-square-foot address since 1998, becoming a fixture of the Mount Vernon Avenue dining scene before the founding generation opted to retire. Its Bristow and Haymarket locations remain open.

No additional details about Rosie's Tavern — its concept or menu — were immediately available. The Brief has reached out to Portance for comment.
