ALEXANDRIA, Va. - The Alexandria City School Board convenes its annual organizational meeting Thursday, electing leadership for the new school year and confronting a closed session agenda that lays bare the legal and personnel pressures facing the division as it heads into fall.
The meeting begins at 6 p.m. at 1340 Braddock Place and will be streamed live on the ACPS website and via Zoom.
Leadership elections
The board's first order of business will be electing a chair and vice chair for the 2026-27 school year. Dr. Michelle Rief, a District A member, has served as chair since 2023-24 and was reelected to a third term last July. Christopher Harris, a District C member, has served as vice chair. Neither has publicly said whether they are seeking another term.
Elections are conducted by nomination and majority vote among board members; no candidates are announced in advance.
The board will also reappoint Susan Neilson as clerk of the board and Dr. James Deaton as senior clerk.

Election reform committee takes shape
The board will appoint its representatives to a newly created City-ACPS Ad Hoc Committee on School Board Election Reform — the first formal step in a process that the Alexandria City Council approved on June 23.
Rief is recommending Abdulahi Abdalla and Kelly Carmichael Booz serve as the board's two voting members, with Ashley Simpson-Baird as alternate. On the council side, Mayor Alyia Gaskins has named Councilman Canek Aguirre and Councilwoman Sandy Marks as voting members, with Councilman Abdel-Rahman Elnoubi as alternate.
The committee is directed to evaluate staggered terms, term lengths, board composition and whether to reduce the size of the board — which currently has nine members serving roughly 16,000 students. It is expected to begin meeting this month and must deliver a report to both bodies by Nov. 10, at which point it dissolves.
The lone dissenting council vote came from Councilman John Chapman, who questioned whether the effort had a demonstrated connection to better outcomes for students and warned that opening the city charter in Richmond carries risks. Elnoubi, named as the council's alternate despite his reservations, said he would not support any recommendation that does not include reducing the board's size.

$20,000 meal debt donation
The board will vote to accept a $20,000 donation from Patrick and Kim Anderson, parents of two ACPS graduates, to eliminate outstanding student meal debt. Because the gift exceeds $5,000, board approval is required under ACPS policy.
Legislative policy updates
The consent calendar also includes a bundle of policy updates required by the 2026 Virginia legislative session, limited to code alignment, formatting and position title changes. The updates were previewed in a June 18 board brief.
A closed session with three open threads
The board will convene a closed session covering three areas — each a window into the pressures facing the division as the school year begins.
First, the board will consult with legal counsel on collective bargaining strategy and contract negotiations. The collective bargaining agreement between ACPS and the Education Association of Alexandria has not been ratified. Rief confirmed this month that while the two sides reached a tentative agreement on economic terms, they have not finalized non-economic portions of the contract. The EAA is currently holding a leadership election; Rief said the board expects to engage with the union's new leadership once that process is complete.
Second, the board will discuss personnel matters involving "a specific current and prospective public employee".
Third, the board will receive legal counsel on three active legal matters identified by case number: the federal fraud lawsuit Alexandria School Board v. Ayanna Harrison (Eastern District of Virginia Case No. 1:26-CV-133), the U.S. Department of Education Office for Civil Rights Title IX investigation into ACPS's transgender bathroom policy (OCR Case No. 11-25-1305), and a third matter in Alexandria Circuit Court (Case No. CL-18-2864).
The agenda also calls for dispensing with the superintendent's designee during part or all of the session — the same procedural step taken in March when the board voted to accept Kay-Wyatt's resignation.
