Alexandria police review board sets hearing on in-custody death of Allan Tucker

The June 29 hearing comes after prosecutors declined to charge officers in the August death, which a medical examiner ruled accidental

ALEXANDRIA, Va. - Alexandria's Independent Community Policing Review Board has scheduled a public hearing to review the investigation into the in-custody death of Allan F. Tucker II, the Woodbridge man who died last August while awaiting processing at the city's adult detention center.

The hearing will be held from 6:30 to 9 p.m. June 29 at the Del Pepper Community Resource Center, 4850 Mark Center Drive. As part of its civilian oversight responsibilities, the board will receive and review information related to the incident and hear public comment. Members of the public may attend and comment in person or virtually.

Tucker, 32, was arrested for public intoxication Aug. 15, 2025, after officers responded to 911 calls reporting a man yelling and knocking on doors at an apartment building in the 2800 block of North Beauregard Street, where he had a family member living. He died in the sallyport of the Alexandria Adult Detention Center while awaiting processing.

In January, the Commonwealth's Attorney's office announced that no criminal charges would be filed against the officers involved after the Office of the Chief Medical Examiner determined Tucker died of cocaine and cocaethylene intoxication and ruled the manner of death accidental. A Northern Virginia Critical Incident Response Team investigation found that officers did not use or attempt to use force likely to cause death or serious injury.

The June 29 hearing stems from a separate review by the Office of the Independent Policing Auditor. Consistent with city ordinance, the auditor has provided the board with a final report and supporting documents for its review.

The auditor's report will be released publicly June 22 and will be available on the auditor's and board's websites. A second announcement with more information about the report is planned for that date.

The purpose of the hearing is to give the board an opportunity to receive the auditor's presentation, hear public comments and discuss the investigation and findings, officials said. Deborah Porter, the board's chair, will deliver opening remarks, followed by the auditor's presentation, public comment and board discussion.

The hearing is intended for public comment only, and there will not be a live question-and-answer period. Each participant will have three minutes to speak and must follow the board's public hearing rules and procedures. Those who fail to comply may be removed.

Under city ordinance, the board may take one of several actions after the hearing. It may concur with all or some of the auditor's findings; advise the City Council, city manager, Alexandria Police Department and auditor that the findings are not supported by available information and recommend further review; advise that the investigation is incomplete and recommend additional investigation; or recommend referring the complaint to the Commonwealth's Attorney for the City of Alexandria.

The board may act at the hearing or schedule a follow-up meeting.

Advance registration is required for virtual attendance, and registered participants will receive access information by email before the hearing. Residents may register for public comment and access meeting information through the city's online calendar.
