Alexandria City Council is on summer recess. Wednesday night's public hearing was council's last legislative meeting before returning September 8, and it closed the spring session with the kind of substantive local decisions that will echo well past the break. Council upheld the 2027 closure of the West End's Virginia Paving asphalt plant — a 6-0-1 vote (Aguirre abstaining) that rejected the company's request for a five-year extension and honored a promise made to Cameron Station residents in 2019. Members are still working through the summer; the pause is on legislative and public meetings, not on the office itself.

In a parallel proceeding across town, Alexandria's civilian Independent Community Policing Review Board voted 6-0 to declare the Independent Policing Auditor's investigation into Allan F. Tucker II's in-custody death incomplete, sending the case back to Auditor Ameratu Kamara with questions the board says must be answered before it can issue a final decision. Two nights, two civic proceedings — one on where an industrial neighbor's obligations end, one on where police accountability begins.

A reminder on the heat: An Extreme Heat Warning takes effect at 10 a.m., with a forecast high of 102 and heat index up to 110. Cooling resources, including the DASH cooling bus at 417 King Street, are open.

1️⃣ Alexandria City Council denies Virginia Paving's extension request, upholds 2027 closure deadline

The Alexandria City Council voted last night to deny Virginia Paving Company's request for a five-year extension to continue operating its West End asphalt plant, upholding the 2027 closure deadline the city set in 2019 over the objections of the company and its attorney and siding with a Planning Commission that had recommended denial by a 6-0 vote earlier this month.

The vote was 6-0-1, with Councilman Canek Aguirre abstaining, after more than an hour of public comment and council debate at the Del Pepper Community Resource Center.

2️⃣ Tucker case returns to auditor as Alexandria's civilian police board finds investigation incomplete

Alexandria's Independent Community Policing Review Board voted unanimously last night to declare the Independent Policing Auditor's investigation into the in-custody death of Allan F. Tucker II incomplete, sending the case back to auditor Ameratu Kamara with a list of questions the board said must be answered before it can issue a final decision.

The 6-0 vote, taken during a virtual continuation of Monday's public hearing, does not clear the officers involved of the sustained policy violations Kamara found in her June 22 report. Rather, it asks Kamara to return with additional information before the board concurs with, rejects, or refers the findings elsewhere. Under the city ordinance, the board's recommendation for additional investigation requires final approval by city council before Kamara can proceed — though whether that approval is required before she begins or only if she declines to investigate was a point of debate during Wednesday's meeting that was not fully resolved.

3️⃣ 'A brighter future': Alexandria dedicates RiverRenew, ending a sewage problem dating to the 1800s

For generations, a hard rain over Old Town meant raw sewage in the river. As of Wednesday, it no longer does.

AlexRenew dedicated RiverRenew on July 1, marking the day the largest infrastructure project in Alexandria's history came online and beat a state deadline that officials had once been told was impossible. Under a tent pitched against a heat index climbing toward 100 degrees, more than 100 people — elected officials, engineers, environmental advocates and the crews who built the system — gathered at AlexRenew's Limerick Street campus to cut the ribbon on the 12-story underground pumping station now at the heart of the city's defense against sewage overflows.

4️⃣ Fox 5 to air live from Taqueria Picoso ahead of Croatia-Portugal watch party

Croatia may have left its Alexandria base camp, but the city's connection to the Vatreni runs through Thursday night — and one West End restaurant will be at the center of it, with a television crew in tow.

Taqueria Picoso, which has billed itself as "Alexandria's World Cup HQ" and shown every match of the tournament, will host a watch party Thursday for Croatia's Round of 32 knockout match against Portugal. Fox 5 DC plans to air live coverage from the restaurant ahead of kickoff, adding a spotlight to what has already been one of the area's busiest World Cup gathering spots.

The Fox 5 crew — including reporter Josh Rosenthal — plans to set up in the afternoon and air live segments from the restaurant beginning around 5 p.m., roughly two hours before kickoff. Owner Lynn Umemoto encouraged fans to arrive early to help fill the restaurant for those live shots and be part of the coverage.

The FIFA World Cup Round of 32's third day produced two extra-time thrillers and one American celebration. Belgium erased a two-goal deficit against Senegal, tying the match with two goals in the final five minutes of regulation and winning it 3-2 on a Youri Tielemans penalty in the 125th minute.
